W3 School is best in any way, but with that you can try out some external sessions taken by the institutes specially for Designing purpose. You can get more knowledge in this field by attending some seminars or workshops or some batches taken by institutes...

CSS (cascading style sheets) basically links style to your site, without having to go in and painstakingly change your page look page by page, you can control your pages in clusters with .class and #styles the hash defines the instance as does the dot, each meaning what ive posted after them.
