Does changing URL affects PR?

I have a blog for 1 year, and months ago, i change url name. From page rank 2, back to 0.

Now, I do regret changing the name

If possible, always use a 301 redirect to point the old pages to the new pages on the new domain. That's our only option when moving pages that have PR/rank to a new domain.
