Nowadays the PR is not important(unless you sell text links), so I'm going to go with Quality .

I think most of them will prefer quantity on quality only. As what is the need of those sites with PR N/A?? Who will think of exchanging links??
Anytime I prefer the quality...:)

I think Google is only considering quality links and that is the reason to get less backlinks in Google then other Search engines.

Of course quality does matter. It will work much more better if you get quality backlinks from high traffic and high PR websites.

This is a hard one.
I would normally say quality is first. However I have seen sites with thousands and thousands of low quality links that show up highly in the natural search listings, so this leads me to beleive if you have enough low quality links, then you will get there in the end. hOWEVER i would go for quality over quantity every time.

According to me quality is ahead of quantity.10 quality links will give you a page rank instead of 100 fake links. So always remember "Quality Matters Not Quantity".

Quality of course.. When talking of quality of back links, Google gives more weight on the quality compared to those irrelevant links that you are getting.. Quality is way to better than quantity..

And I think you can combine these two approaches. For example, promote the main page using Quality and other pages using Quantity.

Indiscriminately Exchanging links with all sorts of websites can actually have to be counterproductive because the search engines can penalize you for linking to websites that have a bad reputation.

I'll go with quality because it a sure thing that you will hit the targeted goal for your site. The traffic, backlinks and everything because in SEO its takes time to get on top through hard work and more time to spend.

When you are planning for link building quality link building is far better than quantity link building.
According to Matt Cutts - One back link from PR 5 website is better than five back links from PR 1 or PR 2 websites

My point of view is quality very important of link building.
Quality, Quantity can have adverse effects.
