Quality of course.. When talking of quality of back links, Google gives more weight on the quality compared to those irrelevant links that you are getting.. Quality is way to better than quantity..

And I think you can combine these two approaches. For example, promote the main page using Quality and other pages using Quantity.

One of the misconceptions about SEO is the more links,
the better. This is not true because not all links are equal. Remember that Google puts much more weight on the quality of links over the quantity. ![]() |

Quality link building involves getting inbound links to increase the overall SERP positions of not only your website’s homepage, but also your deeper URLs. Indiscriminately Exchanging links with all sorts of websites can actually have to be counterproductive because the search engines can penalize you for linking to websites that have a bad reputation.

I'll go with quality because it a sure thing that you will hit the targeted goal for your site. The traffic, backlinks and everything because in SEO its takes time to get on top through hard work and more time to spend.

When you are planning for link building quality link building is far better than quantity link building.
According to Matt Cutts - One back link from PR 5 website is better than five back links from PR 1 or PR 2 websites |
